WORK EXPERIENCE
I began my legal career as a Probation Officer handling adult caseload and conducting pre and post sentence investigations. I then was the law clerk to a judge on the Circuit Court level. Upon passing the Bar, I worked as an Assistant Public Defender on all levels of the Court, including several thousand criminal trials on the District Court and the Circuit Court. I argued many cases on the appellate level as well as writing the briefs. In 1977 I started my full time private practice of law.

HAROLD’S WORDS
I have always struggled with the concept of the abuse of power and that struggle drove me to become a lawyer. The power of "big government" and the power of "big business" , especially insurance companies sitting in their ivory towers is wielded on a daily basis. Defending and representing the "little guy " against this enormous power drives me in my law practice.
It gives me an enormous measure of satisfaction to know that my efforts really makes a difference. This concept makes coming to work everyday worthwhile and it is the engine that fuels my efforts as a lawyer.

WORK EXPERIENCE
I began my legal career as a Probation Officer in the Baltimore City Circuit Court handling child support cases. I then became employed as an insurance investigator and an Insurance Claims adjuster and Claims Supervisor. Since 1968, I have worked as an Attorney handling worker's compensation, personal injury, criminal cases and general litigation. From 1972-1978, I worked as an Assistant Public Defender at all levels of the criminal court system in Maryland handling thousands of jury and non-jury trials. Since then, I have handled hundreds of civil trials with a very high success rate.
